The Dragon hatchet is thought to be more efficient than the Rune hatchet at cutting trees; its said to be 5-10% faster than a rune hatchet. However, there are still debates on whether the rune hatchet is as effective as dragon hatchet if used on trees that are below Yew.
That was quoted from the runescape wiki, and considering ivy is lower than yews, it shouldnt make much of a difference
Ivy isn't lower than Yews. Requirement for Ivy is 68 Woodcutting whereas yews is 60. -

Jagex stopped people being able to sell fire runes to Tzhaar Shops in exchange for Tokkul to buy Tzhaar items like onyxes and obsidian capes/shields for profit. This is the reason that selling to vendors has been removed there. -
